達 is composed of the BuShou of 辵 and the variant of 羍. 羍 depicts human feet and a goat, represents a man herding a goat, while 辵 means walking, both join together and becomes a picture of a goatherd and a goat walking on the road, which has the meaning of going toward their destination.
