肴 is composed of the BuShou of 肉(meat) and the variant of 爻(single and divided lines as specified in The Book of Change). 爻 depicts the bamboo sticks used in divination. Bamboo sticks scatter on ground during divination, so 爻 is used to describe something confused or disorderly, but such meaning has been replaced by 淆. Ancient Chinese like to mince the meat before cook it, the minced meat scatter on dish like 爻.
