圉 is composed of 囗 and 幸, in fact, 幸 here is the variant of 㚔, and 㚔 comes from the simplified 執, 圉 depicts a prisoner being confined in a prison. The original meaning of 圉 is prison, since the prisoners are always deployed to groom horses in ancient China, so 圉 also means herdsman of horses.
