狎 is composed of the BuShou of 犬(dog) and 甲. 甲 is the picture of tortoiseshell, its shape looks like a box or cage, which is used to describe something being enclosed. Dog is animal, its behavior is not conformed with human morality, if someone want to do something immoral, he should do it in the darkness, like being sealed in a tortoiseshell, so狎 is used to describe improper or even immoral behavior.
