歎 is composed of the variant of 堇(the picture of a human sacrifice who wears jade ornaments burning in fire) and 欠(the picture of someone opening his mouth). A man burning in fire, he is in pain so he will sigh. Both 歎and 嘆have the same meaning and pronunciation.
